This dissertation seeks to analyse the activities of the Mexican drug cartels to answer the question, are these groups terrorists? The analysis will take into account the goals and motives of the criminal groups, as well as their use of violence, to determine whether they pose a threat to the Mexican state that goes well beyond that of pure criminality. Since there are different drug cartels and each has its own modus operandi, there can be no single answer. Some groups are closer to a more traditional understanding than what terrorism is, while other might be best described as narco-terrorist. Still other organizations remain in the purely criminal category.
